The Constitution & Bylaws Committee is a standing committee designed to function between regularly scheduled constituency meetings to submit reports and detailed recommendations to the Executive Committee and to the next regular or any special constituency meeting. This committee meets between constituency sessions as called by the chair, the frequency being determined by the perceived need for clarifications, additions or modifications to the Constitution and Bylaws, and the proximity to the next conference session.
